Eliminate White Filter ~ download here.

           

1. Open a 200 X 200 transparent image.  Flood fill with a color of choice....I am using #008080.  

2, Effects > Plugins > Two Moon > Roto Blades and use the default settings:

 

 

 

3. Effects > Reflection Effects> Kaleidoscope and use these settings:

 

4. Now we are going to make it a seamless time.  Effects > Plugin Fliters > Simple > Quick Tile....apply.

That's it!  Now if you would like a variation effect try this:

Open a 200 x 200 transparent image and floodfill with #800080.  Add a new layer and floodfill with white. Now go to Images > Plugin Filters > Screenworks > Fabric Weave and apply.  Now  Images > Plugin Filters > Eliminate White.  Now to to Selections > Select All > Float and flood fill with #FFC0FF.   Select None. 

Layers > Merge > Merge All Visible.

Now follow Steps 2 through 4 above. And this is the tile you will end up with.
