Now to apply the filters.  Go to Effects > Plugins > DSB Flux > Spider Web and apply these settings:

Now go to Effects > Plugins > Distort Filter > Radial Zig Zag and apply these settings:

Now we are going to go to Effects > Reflection Effects > Kaleidoscope using these settings:

We are almost finished.  Effects > Filter Factory A > Kaleidoscope II using these settings:

Last but most important..we want a seamless tile for our background.  Go to Effects > Plugins > Simple Filters > Quick Tile and apply.
