Let's begin.  Open a new transparent image  200 X 200.   Choose two colors that are contrasting in color but go together.  I am using #155190 as my foreground color and #FEA4C6 as my background color.  Floodfill with your choice of colors.  I am using #155190.

Now make your foreground null and your background the other color  you chose...I am using #FEA4C6.  Go to your Preshapes Tool and use these settings:

   

and draw an ellipse in the center of your image similar to this:

You may now move the ellipse and center.  When you are pleased with it open your layer palette and right click this layer and Convert to Raster Layer. Now merge all layers visible.
