For this tutorial you will need the following:

PSP 8 ~ download a trial version here.

 

Open a new image:
300 x 300 pixels
Transparent
16.7 Million colors

Make your foreground color null and your background #2C9A2C.

Go to Preshape Tools and set at:
Circle
Width 1
Antialias and Vector checked

Draw a circle like this:

Go to Object Selector on your Tool Bar and we are now going to node edit our leaf.
Click on the Tool Options box > Node Edit.

Grab the bottom node and pull down then take both levers of the arrows and move upward and inward like this:

Now on the top node we are going to left click on the node  and pull both arrows upward and outward creating a little notch in the top of the leaf like this:

When you are satisfied with your shape open your layer palette and convert this layer to raster.

Right click on this layer and duplicate.

Image > Rotate > Right, 90 degrees, all layers UNchecked..

Use your Mover tool and position the leaf similar to mine:

Right click on this layer and duplicate.

Image > Mirror.

Use the Mover tool to position.

Open your layer palette and duplicate Layer 2 again.

Images > Flip.

Use the Move tool and move it into position.

Your image should now hopefully like similar to mine:

Now we are going to give the leaves some depth and highlights.  Open your layer palette and duplicate the top layer and then we are going to resize it by 75% being sure to UNCHECK Resize all layers.

Effects > Sharper> Sharpen.

Effects > Texture Effects > Weave > these settings:

Make your weave color a lighter shade of green....I am using #68D668
Gap 6
Width 5
Opacity 75
Fill gaps UNchecked

Now we are going to open our layer palette and duplicate the top layer (this should be the leaf highlight layer) and we are going to rotate it right 90 degrees and using the Mover tool position it in the correct place on your clover leaf.  Continue to do this for all four leaves.  This is what you should have so far:
